Fire Marshal (Security)
ESSENTIAL FUNCTIONS
Oversee and perform fire cause and origin investigations to determine the cause and origin of fires and work with other investigators from insurance and law enforcement agencies, as necessary.Manages fire department's arson case management during criminal prosecution process.Reviews plans for fire code compliance and installation of fire protection systems and equipment.Performs field inspections and witness acceptance tests following the installation of fire protection equipment.Research on fire code issues; confers with architects, engineers, contractors and other design professionals on the proper design, installation and maintenance of fire protection equipment and features.Conduct inspections of residential and commercial structures to determine fire code compliance; Serves on community committees and boards as requested.Assists with department's Accreditation.Teaches fire prevention, safety and emergency classes for the department and othergroups.Conducts plan reviews of fire protection systems and all commercial construction and coordinates with city building inspectors and other city departments, as necessary.Supervises and directs the activities of the Fire Inspector(s) and any Assistant Fire Marshal(s).Maintains accurate and concise records of inspection activities and compiles reports of statistics of program activities.Responds to all incidents requiring Investigation and participates in command activities during emergencies as directed by O.I.C. and conducts investigation when the incident is terminated.Issues burning permits; coordinates and participates in flow test of fire hydrants.Performs related tasks as required.
EDUCATION AND EXPERIENCE
Education:
HS Graduate or GED equivalent;Associates or bachelors degree in Fire Science or related field preferred.
Experience:
Prefer two years of experience in Arson Investigation.Prefer two years of experience in fire protection activities and completion of continuing education courses and seminars; topics should include fire cause and origin investigations, arson prosecution, fire prevention and fire code compliance.Any combination of education, training and experience that provides the required knowledge, skills and abilities may be considered.
REQUIRED LICENSES/CERTIFICATES:
Possession of a valid Texas Class B Drivers License with a good driving record.Texas Department of Health EMTBasic Firefighter II CertificationBasic Fire Inspector CertificationBasic Fire Arson Investigator CertificationBasic Texas Peace Officers CertificationNIMS I 00, 200, 300, 400, 700, and 800If not Police certified, must obtain in 1 year.
The City of Kaufman will sponsor.Must meet and maintain all minimum state and local training and educationrequirements for the position.TCFP Basic Instructor and TCFP Intermediate Certifications preferred.
KNOWLEDGE SKILLS AND ABILITIES:
Thorough knowledge of fire cause and origin investigative techniques and accepted practices as required.A strong ability to prepare for court testimony for criminal and civil actions resulting from fire cause and origin investigations is essential.Thorough knowledge of modern methods of public fire protection.General knowledge of hazardous materials operations and vehicle extraction techniques.Ability to understand and follow oral and written instructions.Ability to establish and maintain effective working relationships with associates and the public.Possession of mechanical aptitude; physical endurance and agility.Must be able to express self with clear, articulate, and concise statements and give appropriate feedback; messages relayed in a timely manner, clarifies misunderstandings tactfully, avoid confrontation.Work effectively and courteously with associates and the public.
WORKING CONDITIONS:
Require exertion of more than one hundred pounds occasionally.Require exertion of more than fifty pounds of force frequently.Require exertion of more than twenty pounds of force constantly to move objects.Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions.Vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly.Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound.Visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy andthoroughness of work, and observing general surroundings and activities.Subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus.May be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
