Vice President of Human Resources (Finance)



Position Type: Onsite at our Baltimore, MD Corporate OfficeCompensation: $215,000 - $225,000 (Commensurate with Experience)GENERAL DESCRIPTION OF POSITIONThe Vice President of Human Resources (VPHR) is responsible for architecting and executing HR strategies that propel the Agency's mission, vision, and values. The VPHR fosters a culture of performance, engagement, and continuous improvement, ensuring the Agency attracts, develops, and retains top talent to achieve its long-term goals. The VPHR provides leadership and guidance to the Agency's HR operations.PRIMARY JOB FUNCTION(S)Strategic Leadership & Business Partnership
  • Serve as the primary HR strategist, collaborating with executive leadership to translate business priorities into people plans that drive organizational success.
  • Advise and influence the CEO and executive team on change management, organizational design, talent planning, and culture-building initiatives.
  • Act as a trusted advisor to the executive team regarding leadership succession and overall people risk.

Talent & Culture
  • Champion a high-performance culture by designing and implementing employee engagement, recognition, and development programs.
  • Oversee organization-wide talent acquisition, leveraging market trends, analytics, and employer branding to secure the Agency's competitive advantage.
  • Implement robust succession planning for leadership and critical roles, ensuring business continuity and internal mobility.
  • Identify key performance indicators for the Agency's human resource and talent management functions; assess the Agency's success and market competitiveness based on these metrics.

Total Rewards & Performance Management
  • Develop and periodically benchmark competitive, cost-effective compensation, benefits, and total rewards programs aligned with industry standards and Agency goals.
  • Lead the design and execution of a dynamic performance appraisal process, ensuring equity, accountability, and clear career pathways.

Compliance & Risk Management
  • Ensure Agency-wide compliance with all local, state, and federal employment, benefits, health and safety, insurance, and labor regulations.
  • Act as a point of escalation, coach, and advisor on complex employee relations issues and investigations, develop recommendations, and ensure matters are handled consistently across the organization.
  • Manage the Agency's response to EEOC claims and other regulatory matters, ensuring timely, thorough, and legally compliant outcomes.
  • Periodically review and update HR policies, Employee Handbook, and workplace safety protocols.

Stakeholder Engagement
  • Cultivate strong, trust-based relationships with employees across all affiliate locations (Maryland, DC, Virginia, Pennsylvania, and Delaware) through regular site visits and proactive communication.
  • Serve as a visible and accessible HR leader, ensuring the HR function supports and amplifies the needs of the Agency's diverse workforce.

HR Department Leadership
  • Provide inspirational leadership and day-to-day management to the HR team, fostering a culture of high performance, collaboration, and professional development.
  • Set clear goals and KPIs for HR staff; conduct regular coaching and feedback to drive accountability and growth.
  • Promote knowledge sharing, cross-training, process/procedure documentation and continuous learning to build a resilient HR function that can adapt to evolving organizational needs.
  • Develop, manage, and optimize the annual staffing budget and HR department budget in alignment with Agency objectives and financial targets.
  • Oversee resource allocation for HR programs, systems, employee recognition, training, etc.

REPORTING STRUCTUREReports to: Chief Administrative OfficerSupervises: Director, People & Culture (2); Director, Talent Acquisition; Director, Benefits; Payroll Manager; HRIS Administrator; Admin/HR Analytics SupportREQUIREMENTSExperience and/or Education:
  • Bachelor's degree in HR Management or related field required; Master's degree highly preferred; HR certifications (e.g., SHRM-SCP, SPHR) is a plus.
  • Proven track record (typically 10 years) of HR leadership with increasing responsibility, ideally including executive-level experience in multi-state or complex organizations.
  • Previous experience working with government contracts and requirements preferred

Qualifications:
  • Demonstrated ability to shape organizational culture, influence senior stakeholders, and deliver measurable results in talent management, retention, and engagement.
  • Knowledge in compensation design, benefits administration, and performance management.
  • Deep knowledge of current employment law, trends in workforce management, and emerging best practices.
  • Exceptional relationship-building, communication, and negotiation skills across all levels of the organization.
  • Willingness to travel regularly to regional offices.
  • Strong team orientation and team-building skills to promote a collaborative HR department.
  • Excellent verbal and written communication skills.
  • High degree of emotional intelligence and ability to effectively manage and resolve conflict.
  • Solid understanding of the National Labor Relations Act (NRLA) regarding employee unions and bargaining agreements.
  • Experience with federal contractor HR compliance requirements
  • Excellent organizational skills and attention to detail.
  • High level of awareness and experience in HR technology, data analytics, and digital transformation.
  • Strong analytical and problem-solving skills.
  • Knowledge of and experience with varied human resource information systems (HRIS).
  • Proficient with Microsoft Office Suite and HRIS software.

Clearance Requirement:
  • CJIS for school access
