The Supervisor, Paratransit Eligibility Program is responsible for overseeing contract development, award, and compliance, as well as ensuring efficiency and operational performance of key paratransit program elements. These include ADA paratransit mobility assessments, on-demand services, travel training, appeals process, and pathway assessment. This role ensures compliance with federal and ADA requirements, manages performance metrics, supervises staff, and engages in community stakeholders to improve RTD's paratransit services.

DUTIES & RESPONSIBILITIES:

Paratransit Programming:

Oversee the design, execution, and compliance, and performance of key paratransit services to ensure effective and efficient program operations.

  • Interpret and apply ADA regulations, policies, and contract requirements related to eligibility assessments, appeals, and document retention.
  • Monitor contractor performance through KPIs, reporting, and on-site follow-ups, identifying trends and addressing risks.
  • Ensure assessment methodologies align with clinical best practices and ADA eligibility criteria.
  • Review assessment reports and supporting documentation to verify accurate eligibility determinations.
  • Act as a technical resource for contractors and staff on assistive devices, working with people with disabilities, and rehabilitation strategies.
  • Maintain accurate customer records to support eligibility tracking and compliance.

Team Supervision:

Supervise and support staff to ensure effective program operations and employee growth.

  • Recruit, interview, hire, and assign work to staff members.
  • Provide training, coaching, and performance evaluations to ensure role expectations are met.
  • Enforce policies, procedures, and RTD's Employee Guidelines consistently.
  • Hold employees accountable for job performance, providing regular feedback and corrective actions as needed.

Process and Stakeholder Engagement:

Optimize workflows and foster collaboration with internal and external stakeholders to improve program efficiency.

  • Engage community partners, contractors, and internal teams on ADA mobility assessments, travel training, and appeals.
  • Assess and refine workflows to improve efficiency and cost-effectiveness.
  • Oversee document management, ensuring compliance with retention policies.
  • Facilitate cross-departmental communication to align programs with regulatory requirements and service goals.
  • Work with assessment contractors to improve evaluation methodologies and maintain ADA compliance.
  • Provide guidance on mobility training strategies to enhance customer independence and accessibility.

QUALIFICATIONS:

Required

  • Five (5) years of experience in a role where conducting assessments is a primary responsibility, preferably in rehabilitation services or special education.
  • Bachelor's Degree in related field.
  • Certification as a Certified Occupational Therapist, Speech-Language Pathologist, or Special Education Certification.
  • Knowledge of ADA transit regulation and USDOT 45 CFR Part 37 compliance.
  • Experience handling confidential information, maintaining records, and ensuring program compliance.
  • Ability to travel as needed to conduct on-site follow-ups and stakeholder meetings.

Preferred

  • Master's degree in related field.
  • Experience with contract administration, fulfillment and/or compliance.
  • Experience in process improvement and workflow optimization.

Knowledge, Skills, and Abilities  

  • Strong communication skills and experience working with diverse populations.
  • Strong knowledge of evaluation techniques, functional impairments, and rehabilitation strategies that support mobility independence.
  • Proficiency in Microsoft Office Suite and database management for program operations.
  • Excellent judgement, confidentiality, and ability to use people-first language.
  • Ability to manage time and workload effectively, plan, organize, and prioritize tasks.
  • Strong decision making, problem-solving, and analytical skills.
  • Ability to engage stakeholder, build relationships, and effectively communicate program goals.

Pay Range:

$84,407.00 - $119,224.25 Annual
