Administrative Services Analyst I/II (Planning/CIP Analyst) (Finance)



Riverside County Flood Control and Water Conservation District is seeking an Administrative Services Analyst I/II to join their Planning Division, located in Riverside. This position plays a key role in the coordination of District-funded stormwater infrastructure projects.

Under direction, the incumbent will assist with preparing cooperative funding agreements, tracking project milestones and invoices, organizing regular project status meetings with partners, preparing reports and charts for management, and coordinating with the internal Capital Improvement Projects (CIP) team in developing, maintaining, and updating the partner project portion of the CIP. The CIP is updated annually and includes activities year-round.

Additional duties include reviewing and analyzing consultant and inter-agency invoices for conformance with contract provisions; tracking funding sources; coordinating inter-agency documentation and schedules; and maintaining audit-ready documentation to ensure compliance with grants and agreements.

Competitive applicants will possess:

• Understanding of capital improvement project lifecycles, schedules, and key milestone tracking in a multi-agency setting.

• General understanding of CIP milestones.

• Familiarity with project tracking tools or methods.

• Ability to track project funding sources (local, state, or federal) and ensure expenditures align with contract provisions.

• Ability to coordinate project milestones and deliverables, including environmental clearances, design submissions, and funding deadlines.

• Experience collecting, organizing, analyzing, and disseminating significant amounts of data with attention to detail and accuracy.

• Intermediate to advanced proficiency with Microsoft Excel, including use of formulas, tables, graphs, charts, VLOOKUPs, PivotTables, and KPI tracking dashboards.

• Excellent verbal and written communication skills.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The Administrative Services Analyst II is distinguished from the Administrative Services Supervisor by the latter's responsibility for projecting, justifying, recommending, and implementing solutions to a variety of complex problems with limited direction and review from management. The Administrative Services Analyst II is further distinguished from the Administrative Services Officer by the latter's responsibility for planning, organizing and managing administrative services activities in departments requiring a full-time, stand-alone administrative division to complete its mission.

The Administrative Services Analyst II is not a natural progression underfill to the Administrative Services Supervisor or the Administrative Services Officer.

• Conduct studies of operational, service and programmatic activities including workflow, organizational structure, operating procedures, space utilization, facilities management, equipment usage, and staffing patterns; develop reports and recommendations for appropriate action based on the analysis of collected data.

• Assist in the preparation of budgets and performs cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.

• Monitor adherence to contract terms.

• Develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.

• May assist in the preparation of grant applications; participate in various meetings and present and/or gathers data to assist management in making administrative and operational decisions; prepare a variety of records, reports, and correspondence.

• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of routine tasks.

ADMINISTRATIVE SERVICES ANALYST II

$71,920.21 - $95,465.91 Annually
• Plan, coordinate and conduct studies of administrative, operational facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow and space utilization.

• Develop reports and recommendations for appropriate action based on the analysis of gathered data.

• Prepare or assist in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds.

• Recommend and establish contract forms and procedures; monitor adherence to contract terms.

• Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.

• Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.

• Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.

• Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience:
One year of experience in the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

OPTION II
Experience: Four years of paraprofessional experience in an administrative capacity, which included at least o ne year of experience in the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

OPTION III
Experience: One year as an Administrative Services Assistant with the County of Riverside, which includes the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

ADMINISTRATIVE SERVICES ANALYST II

(Administrative paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of paraprofessional or technical experience in an administrative capacity , which included at least o ne year of experience in the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

O PTION III
Experience: One year as an Administrative Services Analyst I with the County of Riverside ), which includes the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

Other Requirements
Experience: One year of experience in the administration or support of Capital Improvement Projects (CIPs), which includes interpreting and applying terms and conditions of contracts; tracking key project milestones such as design phases, environmental clearances, and construction timelines; and monitoring or reconciling project funding sources (e.g., local, state, or federal) to ensure expenditures align with approved budgets and contractual obligations.

Knowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; and/or contract monitoring.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.
NECESSARY Knowledge, Skills & Abilities (KSA's):

1. Contract and Funding Coordination

  • Prepare cooperative agreement documentation, including reviewing and summarizing project scopes, costs, timelines, and funding responsibilities.
  • Track project funding sources (local, state, or federal) and ensure expenditures align with contract provisions.
  • Maintain organized documentation to support audits, financial reporting, and contract compliance.
  • Review consultant and agency invoices to ensure conformance with contract provisions and the CIP budget.

2. Project Tracking, Analysis, and Reporting
  • Collect and maintain up-to-date project data related to scope, schedule, budget, milestones, and responsible partners.
  • Develop and maintain internal tracking tools, dashboards, and reports to promote transparency and accountability.
  • Prepare project status reports, financial summaries, charts, and visuals for internal management and external stakeholders.
  • Analyze cost and schedule trends, and identify risks or resource needs to support informed project decision-making.
  • Support the preparation of materials for presentations to the Board of Supervisors, Zone Commissioners, partner agencies, and other review bodies as part of the CIP budget recommendation and approval process.
  • Assist in the development or refinement of project templates, workflows, and tools to improve reporting, coordination, and delivery.

3. Interagency and Internal Coordination
  • Coordinate with engineering staff, internal divisions, and external partner agencies to collect and verify project data and documentation.
  • Organize and facilitate project status meetings with partner agencies; document key decisions and follow up on action items.
  • Assist in coordinating project milestones and deliverables, including environmental clearances, design submissions, and funding deadlines.
  • Foster professional and collaborative relationships with city staff, consultants, and other agency partners.
  • Participate in meetings to present or gather data to assist management in making administrative and operational decisions; prepare various records, reports, and correspondence.

4. CIP and Operational Support
  • Coordinate with the Capital Improvement Program (CIP) team to develop, maintain, and update the partner-led portion of the CIP budget.
  • Review annual CIP funding request forms submitted by partner agencies for completeness and clarity; follow up to obtain missing or unclear information.
  • Assist in the preparation of the CIP budget, ensuring cost estimates align with project scopes and funding requirements.
  • Coordinate with the GIS team and project managers to maintain accurate mapping and documentation of project status, scope, and partnerships.
  • Develop and recommend policies and procedures to clarify or improve standard practices; design or enhance forms and tools to streamline workflows.
  • May direct, assign, and evaluate subordinate clerical or technical staff in the performance of routine project-related tasks.
