OTA Program/Project Analyst (Finance)



Overview:
The OTA (Other Transaction Authority) Program/Project Analyst will provide programmatic and administrative support to the Aviation and Missile and Technology Consortium (AMTC) program office and OTA Agreement Officer Representatives (AORs) in the planning, execution, and management of OTA projects. This role requires strong contracting knowledge, exceptional attention to detail, and the ability to collaborate across government and contractor teams to ensure timely and compliant project execution.

Key Responsibilities:
  • Interface with OTA government Agreement Officer Representatives (AORs) to support project needs and priorities.
  • Assist AORs in defining and scoping project requirements.
  • Draft, review, and refine statements of work (SOWs) and SOW modifications.
  • Provide recommendations and corrections for selection memorandums, determinations and findings (D&Fs), bona fide changes, acquisition approaches, and SBIR technical evaluations.
  • Assist with funding and award processes for OTA projects.
  • Collaborate with internal OTA team members to ensure timely and compliant project awards.
  • Support and maintain OTA SharePoint sites and databases.
  • Update project schedules, trackers, and spreadsheets to ensure accurate reporting.
  • Participate in weekly status meetings and provide regular project updates.
  • Assist with financial and contractual data analysis as needed.

Qualifications:
  • Bachelor's degree in Acquisition & Contract Management
  • 9 years of experience in contracts, procurement, or program management, preferably in a government contracting environment.
  • Strong understanding of OTAs, FAR, and DFARS.
  • Proven experience in contract negotiations, subcontract management, or procurement with major defense contractors or government agencies.
  • Advanced skills with Microsoft Office Suite (Word, Excel, PowerPoint, Project) and collaboration tools such as SharePoint.
  • Strong attention to detail, organizational skills, and ability to work in a fast-paced environment.
  • Knowledge of earned value management (EVM), acquisition lifecycle, and proposal support.
  • Experience with Cognos Analytics, Kronos, Concur, Tableau and Deltek
  • Active or eligible Secret Clearance.

Preferred Qualifications:
  • Experience supporting Army or DoD programs, especially in OTA environments.
  • Familiarity with SAP, Oracle, P2P, or similar enterprise systems.
