Police Lieutenant- TULSA (Project Management)



Police Lieutenant

Position Information:

Responsible for efficient and effective police field operations and serves as a supervising officer.  Serves as a Campus Security Authority (CSA) by fulfilling training and reporting obligations related to campus safety protocols.

Essential Duties:

  • Operates a patrol vehicle or patrols on foot in assigned areas.  Ensures proper police patrol of University properties.
  • Directs traffic and enforces parking and traffic regulations.  Investigates on campus traffic accidents and may assist municipal police as requested.
  • Makes building security inspections, checking doors and windows.
  • Supervises campus investigations, interviews and interrogations.  Interviews and takes statements from victims, witnesses and suspects.
  • May conduct preliminary or special investigations in plain clothes.  Serves warrants and subpoenas.
  • Assumes responsibility for supervising, observing, and instructing subordinate personnel. Checks daily logs, time cards, and payroll records as appropriate.
  • Supervises records, accounts, and tabulation of data. Holds regular inspections of uniforms and equipment as required.  Enforces departmental rules, regulations, and policy.
  • Provides information and assistance to members of the community.  Reports hazardous and suspicious activities, and provides care and first aid in emergencies. 
  • Testifies in court as required.  Reads special orders and instructions at briefings.  Ensures that cases are properly prepared for court.
  • Conducts training programs as assigned.
  • Performs related duties as assigned or as required to successfully fulfill function of the position.

Qualifications:

Required Education: High school diploma or GED, AND: 

  • 36 months experience as a CLEET certified Police Officer.

Equivalency/Substitution:  Will accept a graduate of a Collegiate Officer Program in lieu of the 36 months experience as a CLEET certified Police Officer.

Working Conditions:

  • Physical: Frequently communicate clearly and concisely. Frequently walk, climb stairs, and stand for extended periods of time. Constantly use sight for color, depth perception, and clarity. 
  • Environmental: Willingness to wear and maintain uniforms.  May be required to work variations in hours of assignment, duration, and scheduling.  Exposed to extreme weather conditions.

Certifications or Licenses:

  • Valid Oklahoma Driver's License
  • CLEET certified police officer
  • Obtain and maintain Cardiopulmonary Resuscitation (CPR) certification through the department
  • Must pass medical exam, as well as a physical fitness test
  • Ability to pass a University psychological evaluation using a psychological instrument approved by CLEET
  • CLEET Requirements:  Must be at least 21 years of age, a U.S. citizen or in resident alien status defined by U.S. Citizenship and Immigration.  Must have fingerprint clearance from FBI and Oklahoma State Bureau of Investigation and not have a conviction in state or federal court for any felony, crime of moral turpitude or a crime of domestic violence. Must not have been involuntarily committed to a state mental institute.  

Knowledge, Skills & Abilities:

  • Excellent verbal and written communication skills
  • Basic math and computer skills
  • Ability to accurately read and understand written materials and instructions
  • Able to build rapport quickly with students, faculty and staff
  • Able to produce reports and complete work within deadlines
  • Strong initiative to solve problems
  • Knowledge of police procedures for gathering information involving crime and incident investigations, reporting and documentation
  • Ability to complete moderately complex administrative paperwork
  • Ability to operate police equipment, i.e., radar, breath alcohol analyzers, mobile computers and radio, lock systems, etc.
