SURVEYOR QUALIFICATIONS.

A. Education. Bachelor of Science Degree from an accredited college or university in a relevant Surveying/Geomatics discipline.

B. Experience. Four (4) years of relevant surveying experience. Prior experience with computers, AutoCAD Civil 3D, Trimble Business Center, GIS software, GPS equipment, total station and robotic total stations is preferred. Lead experience is also preferred.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications.

  • Must be licensed as a Professional Surveyor in the State of New Mexico by the NM State Board of Licensure for Professional Engineers and Professional Surveyors (NMBLPEPS).
  • Must have current FAA (Federal Aviation Administration) Part 107 Unmanned Aircraft certification or other department approved certification or license, or the ability to obtain said certification within one year.
  • Must have a valid driver's license and maintain a satisfactory driving record.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Bilingual in English and Spanish preferred. Must pass a background and driver's license check.

SURVEYOR COMPENSATION RANGE: $61,209.66 - $101,236.70

SURVEYING ASSOCIATE QUALIFICATIONS.

B. Experience. Prior experience with computers, GIS (Geographic Information System) software, GPS (Global Position System) Software, GPS equipment, total station and robotic total stations preferred.

D. Licenses/Certifications. Must have or obtain Survey Intern (SI) from NM State Board of Licensure for Professional Engineers and Professional Surveyors (NMBLPEPS) within one (1) year of employment. Must have a valid driver's license and maintain a satisfactory driving record

SURVEYING ASSOCIATE COMPENSATION RANGE: $55,121.10 - $$91,143.12

SURVEYOR JOB DESCRIPTION

PURPOSE SUMMARY. A licensed professional Surveyor who will conduct complex data gathering using a variety of methods. These methods include both conventional and emerging technologies such as Global Navigation Satellite System, Lidar (Aerial, Mobile, and Terrestrial), Photogrammetric applications, and Robotic Total Stations. At this level, incumbents are authorized to sign and seal survey documents.

ESSENTIAL DUTIES.

  • Responsible for geospatial data collection, data analysis, quantity estimating and the compilation of data for legal documents, right-of way mapping, and topographic mapping in support of planning, design, and construction.
  • Research records for County, Federal, and State government agency, including documents related to chain of title. Perform higher level analysis in support of mapping and documents for Doña Ana County surveying operations.
  • Utilize CAD (Computer-Aided Design) and geomatics software for statistical data analysis and for electronic deliverables to support surveying and mapping operations for planning, design, and construction.
  • Responsible for certification of legal documents.
  • Perform equipment evaluation and testing to ensure accuracy of measurements.
  • Review, analyze, and interpret both recorded and unrecorded legal documents to clearly identify the intent.
  • Perform property boundary analysis and determination to include right-of-way, easements, and non-right-of-way boundaries within the jurisdiction of Doña Ana County. Lead field survey units to independently perform surveying and mapping operations in support of planning, design, and construction.
  • Plan missions and allocate resources to perform and complete assigned tasks effectively.
  • Perform complex horizontal and vertical datum transformation translating legacy data to the current Doña Ana County project coordinate system standards.
  • Create and prepare various complex types of surveys, to include right-of-way maps, boundary surveys, topographic surveys, riparian surveys, wetland mitigations surveys, hydrographic surveys, utility location surveys, and legal documents. Additionally, perform construction staking activities.
  • Lead, mentor, and train assigned staff. Participate in the interview and selection process. Ensure that procedures and guidelines are followed within the department.

ADDITIONAL DUTIES. Other duties may be assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Must have knowledge of:

  • Principles, practices and procedures of boundary, cadastral, construction, land and geodetic surveying.
  • State and Federal laws and regulations pertaining to land survey methods and standards and division of property.
  • The Public Land Survey System (PLSS).
  • Title research and deed records.
  • Drafting and computer-aided drafting methods.
  • Various software programs including AutoCAD, Trimble GPS or related programs.
  • Recent developments, current literature and sources of information regarding land surveying.
  • Modem office procedures, methods and computer equipment.
  • Effective leadership techniques.

Must have skills in:

  • The use of manual, electronic, GPS/GNSS (Global Position System/Global Navigation Satellite System) survey equipment.
  • Aerial mapping and planning techniques.

Must have the ability to:

  • Communicate effectively both orally and in writing.
  • Establish and maintain cooperative working relationships with individuals, whether members of the public or coworkers from diverse groups and backgrounds.
  • Understand and interpret engineering construction plans, specifications and other contract documents.
  • Perform technical research and solve surveying problems.
  • Prepare contracts and agreements.
  • Conduct studies and prepare reports and make recommendations.
  • Interpret and apply pertinent surveying related statutes, rules and regulations.
  • Perform mathematical computations pertaining to surveying.
  • Oversee the activities of large and complex surveying projects and programs.
  • Oversee, train, and evaluate survey personnel.
  • Assist in preparing and administering a budget.
  • Ability to maintain accurate records.
  • Ability to effectively lead, and mentor subordinates.

Compensation Range
$61,209.66 - $101,236.70
