TC Leadership Engagement Specialist (E5961) (Finance)



Job Summary
This position plays a key role in supporting and managing the committee and operational activities within the Technical & Conference Activities Board (T&C).

The primary responsibilities include the oversight and strategic planning for our technical communities and activities. A crucial aspect of this role is ensuring these communities are effectively supported and leveraged to help achieve our strategic objectives. This involves providing financial guidance to our TC chairs, enabling them to use their funds to nurture and expand their communities.

This role also entails managing Computer Society volunteer community business in line with IEEE policy and industry best practices. Strategically partnering with the IEEE, other CS business units, and external partners to ensure volunteer satisfaction and the substantive and financial integrity of our programs.

The incumbent will also lead efforts to continue improvement of our policies and processes, including serving as a subject matter expert on staff and volunteer project management tools that support our technical communities.

Working closely with the TC Programs and Activities team, this position will be responsible for communicating new or updated policies, providing regular financial reports to TCs, and participating in meetings with TC chairs to offer support and guidance.

This role typically reports to the Senior Leadership Engagement Manager and does not involve the management of direct reports. The incumbent will operate with minimal supervision and a high degree of independent decision-making authority.


Key Responsibilities
  • Support volunteer communities by developing strategies for encouraging and supporting new activities that contribute to their engagement, growth, development, and evolution. Encourage cross-integration and collaboration among volunteer communities. Ensure that communities are actively creating new and engaging activities, are sustainable, are generating value for the Society, and have appropriate governance documentation.
  • Support volunteer communities in areas such as logistical compliance with IEEE/CS policies, financial matters, and logistical questions
  • Work with IEEE and CS IT resources to integrate, develop, and improve technology infrastructure for volunteer community support. This includes understanding user requirements, vendor management, scheduling, system integration, etc.
  • Manage and contribute to relevant web pages and social media/digital content efforts as needed.
  • Manage the creation and maintenance of digital and social media components supporting communities.
  • Develop working knowledge of IEEE's community databases, policies and procedures. Provide recommendations for new or revised processes and documentation that will improve internal control environment.
  • Research and recommend new activities, tools, policies, or practices to improve community support and development.
  • Identify and solicit subject matter experts as required for a variety of products, services, and activities across the organization, including professional education, distinguished speaker programs, event speakers, writers, bloggers, etc. Develop, maintain, and leverage an expanding network of contacts across CS and IEEE and in industry and academia, to ensure a sizeable volunteer leadership pipeline for the sustainability and success of each community.
  • Schedule and manage volunteer meetings as needed.
  • Support ad hoc committees and other technical community activities as needed.

Education
 

  • Bachelor's degree or equivalent experience Req
  • Master's or other advanced degree related field Pref

Work Experience
 

  • 4-7 years General work experience, including some project and/or program management experience, with a proven track record of process and service improvement. Req
  • 4-7 years Previous nonprofit sector experience working directly with volunteer resources Req

Licenses and Certifications
 

  • Individuals who are working toward or who have earned either the Project Management Professional (PMP) designation or the Certified Association Executive (CAE) credential will benefit from the body of knowledge mastery associated with those credentials.

Skills and Requirements 
 

  • Must establish effective working relationships with high-level volunteers of which many will be internationally based. He/she will promote participative approaches to gain support from the members of committees being supported. Daily interaction with volunteers will require the ability to positively influence and gain support for ideas and recommendations proposed.
  • Must be able to preside over meetings and represent the department to formal volunteer and staff committees, as well as other volunteers, IEEE staff, and other internal and external audiences. Must be able to clearly express complex and/or potentially controversial information to a variety of audiences with a sensitivity for both knowledge level and political ramifications.
  • Ability to think freely and independently, to see multiple aspects of complex issues and recommend solutions along with their ramifications and outcomes.
  • Strong ability in problem solving/conflict resolution for turnaround to positive outcomes to meet objectives.
  • Ability to recognize potential volunteer/community issues that could impact CS operations, and take corrective action.
  • Ability to prioritize the importance of both staff and volunteer requests, and communicate priorities effectively and diplomatically.
  • Strong project management skills, with a focus on execution and deliverables.
  • Must be a technologically savvy knowledge worker who seeks out technology solutions to business challenges. He or she must be able to operate comfortably in a progressive electronic environment, with an emphasis on web development, Google suite, and Microsoft Office applications. Familiarity with Smartsheet or other project tracking tools strongly preferred.
  • Must be able to compose progress reports and prepare competitive bids for vendors. He or she will compose outlines, write project plans and schedules, and the functional specifications needed to accomplish project goals. May also document workflows or software features/how to use instructions.
  • Must be able to work independently, prioritize tasks, meet deadlines, interface with multiple stakeholders, and demonstrate flexibility and creativity in a dynamic work environment.
  • Ability to judge workload and balance priorities to consistently meet deadlines on assigned tasks/projects in an efficient manner.
  • Ability to influence volunteers to make appropriate decisions (IEEE Policy, industry standards, budget, creation of new activities, etc.)
  • 10% Domestic and international travel

As defined in IEEE Policies, individuals currently serving on an IEEE board or committee are not eligible to apply.
