Senior Accountant (Finance)



The County of Riverside's Department of Public Social Services (DPSS), Finance and Forecast Services Division, is currently seeking a highly skilled and experienced Senior Accountant to join our team. This recruitment may also be used to fill future vacancies throughout the County. The Senior Accountant will serve as a Deputy Auditor Controller, performing high-level accounting functions that are vital to the fiscal operations of the department. The ideal candidate will possess a strong background in financial analysis, accounting compliance, and public sector accounting systems, including PeopleSoft and CalSAWS.

Key responsibilities for this role include reviewing and approving a variety of payment types, such as vendor invoices, client payment requests, contract payments, and employee reimbursements, ensuring all documentation complies with applicable rules, regulations, and internal control policies. The Senior Accountant will also reconcile EBT Repayment Agreements, verifying that payments are accurately processed and correctly posted to clients' recovery accounts. As a deputized Auditor Controller, the incumbent will review and sign warrants generated in-house for Category 1 and Revolving Fund checks, with a thorough examination of supporting documentation to ensure full compliance.

Another critical duty of this role involves managing wire transfers received from the Social Security Administration on behalf of foster care children. This includes monitoring incoming transfers, preparing and distributing related reports, and providing the accounting string to finalize transactions through MRU. The position requires a bachelor's degree in accounting, finance, or a related field, and at least three years of progressively responsible accounting experience, preferably in a government or public sector setting. Lean Sigma certification is preferred, as it demonstrates a commitment to process improvement, efficiency, and operational excellence.

Can you see yourself here?• Maintain and control the fiscal recordkeeping functions and systems in a departmental accounting function involving complex and diversified work, or in the Auditor-Controller's Office, plan, organize, and perform complex and specialized accounting work.

• Examine and analyze complex fiscal recordkeeping systems and procedures; prepare, review, and verify a variety of accounting, statistical, and narrative reports.

• Reconcile accounting records, identify discrepancy/error and make necessary corrections.

• Develop job aid and/or write/update desk procedures.

• Preparation of a variety of accounting, narrative and statistical report

• Participation in the conduct of audits, as needed, identify non-compliance, internal control weakness and report on finding.

• Represent division in meetings related to fiscal operations.

• Review, evaluate, and assist in the revision, design and implementation of accounting systems using Lean principles.

• Review accounting policies and procedures to assure conformance to applicable laws, rules, and regulation.

• May be assigned to one or more special project involving PeopleSoft Financials and Cal SAWS. OPTION I Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting or auditing experience equivalent to the County of Riverside Accountant II classification.

OPTION IICertificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

ALL OPTIONS Knowledge of: Accounting principles and practices; governmental accounting and budgeting; laws and regulations affecting governmental financial operations; the principles of business management and office methods and procedures; data processing systems applicable to accounting operations.

Ability to: Interpret and analyze complex data and material, and draw logical conclusions; understand, interpret, and apply laws, rules, regulations, policies, and procedures related to accounting operations; maintain complex records and prepare complex reports and financial statements; prepare oral and written reports; establish and maintain effective working relationships.This recruitment is open to all applicants.
