EMS Program Manager (Finance)

This individual provides leadership and direction of the operation, organization, administration and evaluation of the Emergency Medical Services (EMS) Program for the University of Cincinnati Medical Center (UCMC). He/she works collaboratively with Patient Services, Emergency Medicine and other specialty physicians, other UCMC specialty program managers / outreach coordinators / educators, and administrators to coordinate a comprehensive EMS Program including strategic and operational efforts. He/she is accountable for development and implementation of methods to maintain / improve positive relationships with prehospital care EMS providers and agency leaders and to facilitate education, outreach and other activities for both EMS and Center for Emergency Care (CEC) staff to support continuous quality improvement of patient care.Minimum Required:
  • Bachelor's Degree In related field of study.
  • Current OH EMT
  • Paramedic certification or current OH Registered Nurses licensure and maintenance throughout employment.
  • Ohio certified EMS Instructor (preferred at hire; required within 18 months of hire).
  • ACLS Instructor (preferred).
  • Minimum Required: 3 - 5 Years equivalent experience.
  • Preferred: 6 - 10 Years equivalent experience
EMS Program Management:

Acts as a liaison between UCMC and local / regional EMS personnel (e.g., fire department, private ambulance and EMS responding law enforcement) and other emergency medical facilities personnel; screening and establishing priorities of noted areas of concern. Leads outreach site visits to EMS agencies to enhance communication between the agencies / personnel and UCMC / UC Health, increase quality of prehospital patient care, build positive relationships, provide operational information, and assess customer satisfaction and needs. Promotes utilization of UCMC and Air Care Mobile Care (ACMC) services to EMS community and community at large. Reviews and reports EMS utilization data for UCMC monthly. Collaborates with UCMC Manager of Emergency Management and internal, local and regional agencies for emergency preparedness, training and drills. Attends and participates in internal meetings related to EMS services involving UCMC/ UC Health (e.g., UC Department of Emergency Medicine Division of EMS, Trauma / STEMI / Stroke response quality assurance / performance improvement reviews, UCMC Emergency Management Committee, and CEC Disaster Committee). Is the primary operational expert and supports the day-to-day use of EMS related technology (e.g., EMS pre-arrival notification and disaster radio systems, EKG transmission technology, and EMS electronic patient medical record technology). Trains staff and supports troubleshooting. Researches and evaluates developments and changes in the EMS field. Observes changes in medical technology, patient care delivery, and other issues and collaborates with CEC and Division of EMS Leadership to evaluate the impact on service delivery in the CEC. Serves as an internal resource relative to EMS operations and prehospital patient care for all UCMC departments. Develops/applies/supports departmental policies and procedures, enforces compliance. Solicits and works with guidance from the Emergency Medicine Division of EMS Director / Associate Director. Carries out duties, routine and / or special projects, reliably and independently or through oversight without direct supervision.

EMS Training and Education Development / Oversight:

Provides oversight of the planning, implementation, and evaluation of EMS related education/training opportunities for UCMC and EMS personnel, with guidance from and in cooperation with other UC Health entities (e.g., Emergency Medicine Division of EMS, Cardiology, Neuroscience, and Trauma). Develops curriculum and educational materials for different levels of learners and different types of training related to prehospital care. Facilitates / collaborates with the Manager of Emergency Management to provide HazMat and other emergency preparedness training for UCMC staff. Assists in the facilitation of EMT/Paramedic/First Responder student clinical experiences in the CEC and coordinates educational experiences in other departments when needed. Facilitates smooth integration with daily CEC operations. Anticipates new educational needs for EMS providers based on changing clinical practice and patient care advancements. Develops offerings to meet these needs. Uses appropriate resources to meet varied needs including facilitation of UCMC experts as speakers.

Leadership and Community Involvement:

Represents UCMC on various local, regional, state and national committees and task forces. UCMC CEC Liaison to other UC Health System entities for EMS related activities. Collaborates with the WCH Officer of Emergency Management / EMS to provide coordinated and positive representation of UC Health for all EMS agencies in the UCMC / WCH region. Fosters communication with and represents UCMC on local, regional, and state committees and task forces for EMS related activities (e.g., The Greater Cincinnati Health Collaborative, the Southwestern Ohio Prehospital Care Operations Committee, and regional county Fire Chief's Committees). Represents UCMC/UC Health's mission and values in all relevant activities.

Clinical Activities:

Serves as a resource for clinical practice and quality for prehospital care personnel and UCMC Emergency Medical Technicians / Paramedics. Participates in the planning and implementation of prehospital care clinical protocols and practice guidelines. Participates in clinical patient care to maintain clinical competence and provide real time liaison activities between EMS prehospital care providers and CEC staff.

Professional Development:

Assumes responsibility for personal professional development and contributes to the professional development of peers, colleagues, and others. Utilizes learning opportunities for improvement of self and others. Identifies personal strengths and weaknesses as a professional and maintains individual competency. Completes all educational, certification and regulatory requirements, maintaining competency in areas specific to work location. Completes and submits required documentation in a timely manner. Supports the implementation of recommendations and changes made to improve patient care. Evaluates practice by participating in self/peer review and performance improvement activities.

Fiscal Accountability:

Prepares budgeting recommendations for EMS Program operational expenses and EMS communication technology maintenance and improvements. Monitors and assists in controlling operations expenses within established budget parameters Manages workload effectively. Abides by Time and Attendance policy. Supports effective use of staff and supplies.

Clinical Continuum of Care Communication:

Leads the development and implementation of a cohesive, coordinated, effective and customer-friendly patient care follow up communication program to provide EMS providers / agencies with timely, complete and useful information about clinical findings, outcomes and ongoing care to support clinical quality assurance/improvement and recognition of UC Health as the premier location for breakthrough clinical care. Collaborates with Program Managers / Outreach Coordinators for Trauma, Cardiology, Neurosciences, ACMC and other specialty areas as needed as the primary facilitator for all EMS clinical continuum of care communication. Assures connection with the EMS community from all UCMC stakeholders is consistent, coordinated, positive and customer-friendly. Primary UCMC data manager for the national Cardiac Arrest data registry (CARES).EMS Program Management:
